메이지 유신에 의해 도시를 동경으로 엄기기 전까지의 1000년이상 전국적인 행정권은 없었지만 꾜우또는 일본의 수도었다. 가령 조점의 힘은 잃어도 그 의사는 하나의 정의로 일본 역사에 큰 영향을 주었다. 오래 동안 조정이 있었기때문에 꾜우또에는 화려한 기족문화가 번영하고 꾜우또 사투리는 부두러운 구정으로 전국에 알려져 있다. 또 직물, 회화, 건축,소도등 현제도 많은 문화유물이 남아있어서 매해 국내, 국외에서 많은 사람들이 찾아 온다 . 문화면에서 일본을 대표하는 꾜우또대학도 있다. 상업면에서 보면 생산효률의 상승과 부수면 안되는 것과의 딜레마에 부닥치고 있다. 가속도적으로 발전하는 오늘 어떻게 전통을 지켜나가는 가가 꾜우또의 하나의 큰 과제이다.
