There was an article in the Wall St. Journal within the last 6 months
about the "excessive" filing fees that corporations were paying to the
SEC.  The excess over SEC costs was substantial.  This may well serve 
as a means to PAY FOR public access to Edgar via the Internet, elimin-
ating the cost argument for not furnishing access.
