In 1976, a proposed revision to the Public Telecommunications Law is passed by an emergency session of the Diet on November 4, and takes effect on November 17. As a result, calling charges are increased from 7 yen to 10 yen, and basic telephone usage charges as well as normal telegram charges are raised by as much as 100%.
