Being the Organization belonged to the Government, the General Department of Tourism performs the function of State management regarding tourist activities throughout the country, including tourist activities of all economic sectors, organizations, associations, social organizations, Vietnam citizens and foreigners acting in Vietnam.

The General Department of Tourism has the following rights and powers :

• 1. To draw up the tourist development planning, plans to submit to the Government for approval; to direct, control the implementation of the above - said planning, plans.
• 2. To draw up draft laws, ordinances regarding tourist field for the Government to submit to the National Assembly, the Standing Committee of the National Assembly, to submit to the Government to issue the documents under laws, policies, directions applied to tourist activities. To issue decisions, orders, ordinances to guide the implementation of the legal documents issued by the Government, the policies, economic and technical standardised norms, procedure, technical procedures applied to tourism. To grant, amend, cease, withdraw all kinds of diplomas, licenses, permissions for doing tourist, hotel business according to the State regulations and international practice; To negotiate with the State authorised organisations in the issuance of permissions granted for foreign companies invested in tourist field.
• 3. To submit to the Government directions, plans on international co-operation and participation in tourist international organisations, to sign international treaties concerning with tourism; To negotiate, sign with the related foreign orgnanisations on tourist activities according to the regulations of the Government; To direct, guide the signed international co-operation plans and international treaties.
• 4. To supervise, control the ministries, ministerial level agencies, agencies belonged to the Government, People's Committees of all levels, organisations, individuals (including foreign organisations, individuals acting in Vietnam)in the implementation of the laws, policies, rules of the Government and regulations of the General Office of Tourism on tourist activities.
