The State Planning Committee is the agency belonged to the Government to perform the function of integrated consultation on socio - economic development strategies, planning, plans throughout the country, policies on economic management; to assist the Government to co-ordinate, manage the main objectives and balances of Vietnam economy.

The State Planning Committee performs the tasks, powers, responsibilities of State management of Ministries, ministerial level agencies defined in Decree No. 15/CP dated March 2nd, 1993 of the Government, and the following concrete tasks, powers :

• 1. To conduct research, to establish strategies, integrated planning of Vietnam socio-economic development, socio-economic planning of industries, provinces to submit to the Government.
• 2. To integrate all domestic sources, including sources from overseas to draw up and submit to the Government medium and long - term plans on Vietnam socio - economic development , main national economic balances . To co-ordinate with the Ministry of finance to establish the revenue and expenses of the State budget stipulated to each Ministry, industry, province.
• 3. To guide Ministries, ministerial level agencies, agencies belonged to the Government, People's Committees of provinces, cities belonged to the Central to establish and to balance plans in compliance with the approved strategies of socio-economic developments of the country, economic industry, location.
• 4. To draw up and submit to the Government draft laws, ordinances, policies on economic management to implement the economic structure, strategies, planning, plans on socio-economic development according to the assignment of the Government.
• 5. To submit to the Prime Minister to approve the usage of the State fund of reservation.
• 6. To study the forecasts, to collect, process the information on socio - economic development both domestic and international to establish and manage the due plans.
• 7. To be chairman of the councils : approving the State economic, technical standardized norms, appraising the State investment projects, direct investment projects according to the Law on foreign Direct Investment , ODA projects...
