The Ministry of Justice is the governmental agency to perform the function of State unified management in justice activities; to establish and participate in laws establishment, dissemination, education; to manage Organization of local people's courts and local military tribunals (hereinafter referred to as local courts); to train juridical cadre and manage other juridical activities assigned by the Government.

The Ministry of Justice has the tasks and powers in the following fields :

• 1. Establishment and participation in laws establishment.
• 2. Management of local people's courts.
• 3. Organization, implementation of civil sentences.
• 4. Implementation of other justice activities.
• 5. Reconcilement
• 6. Training. Scientific research. Laws' dissemination and education.
• 7. International co-operation.
• 8. Supervision. Solution of appellation and denouncement.
