The Ministry of Heavy Industry is the State agency to perform the State management regarding mechanics, metallurgy, electronics, informatics, chemistry, geology, natural resources and mining industry throughout the country.

The Ministry of Heavy Industry performs the tasks, powers and responsibilities in State management of ministries, ministerial-level agencies defined in the Decree No. 15/CP dated March 2nd, 1993 of the Government, Decree No. 95- HDBT dated March 25th, 1992 of the Council of Ministers (now the Government) regulating the implementation of the Ordinance on Natural Resources, and the following concrete tasks, powers :

• 1. To submit the Government strategy, general schemes, plans, integrated development projects of mechanics, metallurgy, electronics, informatics, chemistry, geological survey, mining and natural resources throughout the country, to organize the implementation of the above-said matters.
• 2. To issue - in its jurisdiction - State rules, processes, standards, economic and technical norms applied to mechanical, metallurgical, chemical, electronic, informative industries and natural resources.
• 3. To co-ordinate with related agencies to grant import-export licenses applied to products, materials, equipment, technology relating to industries under the jurisdiction of the Ministry of Heavy Industry.
• 4. To draw up and submit to the Government policies, scientific, technological development plans, to direct the implementation of the polices and plans to apply the scientific & technological progresses and scientific topics of ministerial and State levels under the jurisdiction of the Ministry of Heavy Industry.
• 5. To approve or to participate in approval of investment projects (including investment co-operation projects with foreign partners) concerning mechanical, metallurgical, electronic, informative industries.
