The Ministry of Health is the governmental agency to perform the State management regarding taking care of and protection of people's health, including sanitary for prevention and fight against epidemics; medical examination; convalescence; production and distribution of medicines and medical treatment equipment throughout the country.

The Ministry of Health performs the tasks, powers, responsibilities of State management defined in Decree No. 15/CP dated March 2nd, 1993 of the Government, and the following concrete tasks, powers :

• 1. Concerning sanitary for prevention and fight against epidemics; medical examination; convalescence :
  • - To draw up and submit to the Government the pivotal national programs, projects on sanitary for prevention and fight against epidemics, social diseases, medical examination, convalescence, medical appraisal..., to organize and control the implementation of those projects and programs.
  • - To issue - within its jurisdiction - regulations on sanitary, epidemics' prevention, people's health care taking, procedures and technical procedure on family planning.
  • - To issue - within its jurisdiction - regulations on organization, statutes of medical points , regulations on medical insurance policy, to control the implementation of the above-said regulations.

• 2. Concerning traditional medicine :
  • - To draw up and submit to the Government policies and plans to develop the traditional medicine ; to organize the implementation of those policies.
  • - To direct medical points, organizations to implement the co-ordination of traditional medicine and modern medicine in people's health care taking.

• 3. Concerning scientific research and medical cadre training:
  • - To draw up programs, plans to conduct scientific research and d evelopment in the field of medicine and pharmacy.
  • - To direct the edition of the teaching materials and training programs applied for medical cadres. To manage unifiedly the above said content according to the regulations of the Ministry of Education and Training.
  • - To manage directly medical and pharmaceutical institutions according to the regulations of the Government.

• 4. Concerning medicine and medical treatment equipment :
  • - To draw up the planning, plans to develop pharmaceutical industry and medical treatment equipment.
  • - To establish the plans of production, import - export of medicine, pharmaceutical materials, medical equipment covering the demand of the State medical sector.
  • - To issue- within its jurisdiction- regulations on management, usage of medicine and medical equipment, regulations on the list and quality of medicines and medical equipment produced , distributed domestically and imported into Vietnam, to control the implementation of the above-said regulations.

• 5. To issue the regulations, procedures applied to medical supervision throughout the country.
