The Ministry of finance is the governmental agency to perform the function of unified State management in the field of State finance, accounting, budget throughout the country.

The Ministry of finance performs the tasks, powers on State management defined in Decree No. 15/CP dated march 2nd, 1993 of the Government, and the following concrete tasks,powers :

• 1. To guide Ministries, ministerial level agencies, agencies belonged to the Government, People's Committees of provinces, cities belonged to the central to establish the annual estimation of State budget. To host and co-ordinate with the State Planning Committee to establish the estimation of State budget, the draft intended division of State budget to Ministries, industries, locations to submit to the National Assembly . To organize the implementation of the estimated State budget approved by the National Assembly. To study the accounting of budget of Ministries, ministerial level agencies, agencies belonged to the Government, People's Committees of provinces, cities belonged to the Central, social organizations, associations received State budget. To establish the integrated annual accounting of State budget to submit to the Government for approval.
• 2. To co-ordinate with the State Planning Committee in establishment of long term, medium, short term financial plans of socio-economic development, annual basic construction plans, other main balances of the domestic economy concerning State finance and budget. To participate with Ministries, ministerial level agencies, agencies belonged to the Government, People's Committees of provinces, cities belonged to the Central to formulate the directions of development of the industries, branches, policies of financial investment , of salary, prices, other socio-economic policies concerning State finance and budget.
• 3. To establish the draft Laws, ordinances, other legal documents concerning tax, fees, charges to submit to the Government to issue or for the Government to submit to the Standing Committee of the National Assembly to issue. To manage unifiedly, to direct the collection of tax, fee, charge and other kinds of receivables of the State budget.
• 4. To manage funds of the State budget, the State financial reservation fund, the State concentrated fund of foreign currency. To organize the financial grant from the State budget, grant of capital for basic investment , privileged provision of loans to projects, programs on economic objectives of the State according to the regulations of the Government.
• 5. To unifiedly manage the State capital and assets in enterprises. To act as proprietor of State capital and assets in enterprises according to the authorization of the Government.
• 6. To unifiedly manage all loans and repayments both domestic and international of the Government, to manage financially all international aids. To participate in the appraisal of all projects using foreign loan assigned by the Government to Ministries, ministerial level agencies, agencies belonged to the Government, People's Committees of provinces, cities belonged to the Central to implement. To prepare the related documents for participation of Vietnam in international treaties on finance to submit to the Government for decision.
• 7. To perform State management on activities concerning insurance service, bond issuing, social funds, lotteries, auditing, accounting and other financial services . To participate in management of capital market.
• 8. To represent the Government in international financial organizations according to the assignment of the Government.
• 9. To conduct financial supervision, control upon all administrative organizations, State- owned enterprises and other entities having relations with the State finance.
