The Ministry of foreign Affairs is the governmental agency to perform the function of State management in the field of diplomatic activities to protect the State sovereignty and benefits, rights and benefits of Vietnam juridical persons and citizens, to expand the friendship, cooperation and mutual benefits' relations with other countries, to serve the country construction and protection, to improve the international position of the Socialist Republic of Vietnam, to participate in the general struggle of the people in the world for peace, independence, democracy, social progress.

The Ministry of foreign Affairs has the following rights and rights :

• 1. To submit the draft laws, ordinances, other documents concerning the adjustment of juridical relations on diplomacy, consul, international treaties, State ceremonies to foreign country.
• 2. To submit to the Government the treaty signing, participation, approval of international treaties within the jurisdiction of the Ministry of foreign Affairs, to negotiate, to sign with countries and other international organizations according to the authorization of the Government; to organize and direct the implementation of those international treaties; to assist the Government to control the implementation of the rights and obligations according to the international treaties, in which Vietnam participates.
• 3. To submit to the Government to decide external directions, policies, programs of the State, to organize the implementation of those decisions, to concretize the external policies of the State applied in each period and to each country and international organization.
• 4. To announce the official opinions of Vietnam on international matters, to participate in the formation and to implement the external propaganda policies of the State.
• 5. To protect the benefits of the State, the legitimate benefits of Vietnam organizations and citizens abroad according to Vietnam Laws and international laws.
• 6. To submit to the Government to issue policies, systems on diplomacy, systems, policies applied to Vietnam organizations and individuals in the relations with foreign partners. To issue decisions, ordinances, orders concerning diplomatic activities according to the regulations of the Government. To organize the implementation of the above - said documents.
• 7. To submit to the Government the establishment or withdrawal of diplomatic representative offices of Vietnam abroad ; assignment or withdrawal of the extraordinary plenipotentiary ambassadors of Vietnam.
• 8. To submit to the Government the establishment or cease the diplomatic relations with other countries, the participation in or withdrawal from the international politic organizations, approval of establishment of foreign diplomatic representative and consulate organizations in Vietnam; to co-ordinate in preparation, organization for the reception of the State President with the extraordinary plenipotentiary ambassadors of foreign countries in Vietnam.
• 9. To present the State in diplomatic relations with other countries, international organizations, to conduct diplomatic activities of the State.
