  The Committee for minorities and mountainous areas is the Governmental Organization to perform the function of State management in activities regarding minorities and mountainous areas; to consult the Central Committee of the Party and the Government on general policies and concrete policies applied to minorities and mountainous areas.

  The Committee for minorities and mountainous areas has the following tasks and powers :

• 1. To draw up and submit to the Government to issue or for the Government to submit the Central Committee of the Party, National Assembly to issue policies, directions, laws on economy and society of the minorities and mountainous areas. To co-ordinate with the State Planning Committee and other ministries, ministerial level agencies, agencies belonged to the Government, related organizations, city and provincial people's committees belonged to the Central in establishment of strategies, 5 year and annual plans, concrete policies on minorities, society, economy of mountainous areas to submit to the Government; to co-ordinate with other industries and related locations in the process of implementation of those policies.
• 2. To control, supervise Ministries, ministerial level agencies, agencies belonged to the Government, local people's Committees to implement the directions, policies of the State and Party, laws and regulations of the State on minorities and mountainous areas.
• 3. To submit to the Government for approval, organize to implement the programs, projects concerning minorities and mountainous areas belonged to the jurisdiction of the Committee.
• 4. To co-ordinate with the related organizations belonged to the Government in establishment, management of the granted State budget, governmental aids, non-governmental aids invested to programs, projects on development of mountainous areas according to the regulations of the Government.
