The Ministry of Culture and Information is the governmental agency to perform the function of State management regarding Culture - Information throughout the country, including culture, art, press, publication, printing, distribution, movies, museums and preservation, libraries, information promotional activities, exhibitions, advertisement, photography (hereinafter referred to as culture, information fields), to directly manage a number of international and national cultural and information activities.

The Ministry of Culture and Information performs the tasks and powers defined in Decree No.15/CP dated March 2nd, 1993 of the Government, and the following concrete tasks, powers:

• 1. To guide the content of cultural, information activities to organizations, citizens according to the directions, policies, laws of the Government.
• 2. To draw up and submit to the Government policies to protect and improve the traditional, cultural heritage, to inherit advantages of the world culture, to encourage the creative talents, to disseminate cultural, artful, scientific value, to improve aesthetic taste, cultural enjoy of people.
• 3. To organize the training for cultural, artful talents. To direct the editing programs, teaching materials, to unify management of teaching programs on culture and art according to the regulations of the Ministry of Education and Training. To directly manage universities, institutes, higher schools in the field of culture and art according to the regulations of the Government.
• 4. To grant, to withdraw licenses for doing activities concerning press, publication, advertisement, tape and disk production, archaeological excavation. To grant import, export license for import and export of books, newspapers, films, pictures, tapes and disks , other cultural products. To grant, withdraw journalist's cards.
• 5. To decide on dissemination of published, cultural products, plastic films, disks, tape produced inside and outside of Vietnam. To appraise and recognize historical, cultural, beautiful sight - seeing places. To decide on withdrawal, confiscation, prohibition of distribution, cancel of published, cultural products with the content contrary Vietnam laws.
• 6. To organize, to guide on seeking again, preservation, taking care of, improvement of cultural heritage of nations throughout the country of Vietnam.
• 7. To guide, manage the establishment of cultural life style, organization of traditional holidays, entertainment, press, cultural, musical and movies performance, competition, exhibitions, fairs, traditional, cultural holidays of Vietnamese nations.
• 8. To directly manage, organize a number of national cultural, information activities. To coordinate with other related organizations to implement foreign information activities according to the regulations of the Government. To directly manage cultural, information activities of Vietnam concerning other foreign countries. To perform the State management on foreign cultural, information activities in Vietnam. To contribute opinions to the authorized organizations to decide on the join-venture and co-operation of organizations, individuals with foreign partners in the field of culture, information according to the regulations of the laws.
• 9. To co-ordinate with the Ministry of foreign Affairs to select, designate the cultural attaches working in Vietnam embassies abroad.
• 10. To manage and conduct the professional supervision in cultural, information activities throughout the country.
