The Ministry of Agriculture and foodstuff Industry is the agency of the Council of Ministers to perform the State unified management in the field of agriculture, foods and foodstuff industry throughout the country according to the directions, policies of the Party, laws of the State, to cover the demand on food, foodstuff of people, defense, materials for industry and for export of agricultural products. The Ministry of Agriculture and foodstuff Industry has the following powers, tasks :

• 1. Based on the laws of the State, policies and directions of the Party, to establish the planning, plans (long term, five year, annual) of agriculture, agricultural and foodstuff processing industries, purchase, distribution of foods throughout the country to submit to the Council of Ministers for approval; to organize the implementation of those plans.
• 2. To draw up draft laws, policies, rules, standards, economical, technical norms, procedures, technical procedure of agricultural production, foodstuff industry, purchase, preservation, distribution of foods to submit to the Council of Ministers for decision or to decide itself in its jurisdiction.
• 3. To organize the implementation of the reformation, improvement of production relations in agricultural production, agricultural products processing, foodstuff processing in state-owned, collective organizations and organizations of other economic sectors. To reform and improve the foods market.
• 4.To direct the establishment of plans, to organize the implementation of international co-operation on economy, science, technics, import- export of agricultural products, foods, foodstuff, materials and equipment for agricultural production, foodstuff industry, preservation and processing of foodstuff according to the policies, State regulations stipulated in the relations with foreign partners.
• 5. To direct the production, import and provision of materials, accessories, technics, specialized equipment for agriculture, agricultural, foodstuff products processing , purchase, preservation, processing, distribution of foods according to the list assigned by the State; To guide the industries, locations to build material basis specialized for agricultural production, foodstuff processing industry, purchase, preservation, processing, distribution of foods according to the State planning and plans.
