CIRCULAR ON ADJUSTMENTS, SUPPLEMENTS TO THE CIRCULAR NO.290/TCHQ-GQ DATED 6TH APRIL 1994 ON ALLOWED DUTY fREE VALUE fOR PEOPLE ENTRY OR EXIT THE COUNTRY

Pursuant to:

- The proposal of the Maritime Navigation Department of Vietnam, Ministry of finance, Ministry of Trade.
- The Decree No 09-CP dated 14th November 1992.

The General Department of Customs recommends the adjustments and supplements to the Circular No 290/TCHQ-GQ on 6th April 1994 and official letter No 391/TCHQ-GQ dated 28th April 1994 as follows:

1. People entry or exit the country shall be permitted to choose, under the allowed duty free value frame items to bring in on out. Excluding ones prohibited from import or export and motorbikes, TV sets. In the matter of home appliances (video, radio, ca ssette, refrigerators...), for each time brought in only one unit of each kind shall be exempted from import duties.

If the entries are motorbikes or TV sets, they shall be subject to a full tax payment and also only one unit of each kind, for each time brought in shall be passed.

2. for Vietnamese sailors

- The value of goods exempt from import duties shall be determined based on the time of one year not on the times out-in.

Each Vietnamese sailor shall be entitled to bring in the goods exempt from import duties with the value not over USD 4000 in the period of one year (from 1st January to 31st December, but for each time not exceeding USD 1000).

- The up-limit value for the sailors operating professionally on long-distant lines (Africa, America, Europe or over 60 days trips) shall be fixed at USD 6000, but for each time also not over USD 1000. The duty free status shall be given to only people en try or exit the country who obtain visas not to people who travel with the same visas (children).

The previous regulations of general Department of Customs guiding to implement the Decree 09-CP contrary to this Circular shall be repealed.
