INSTRUCTION Of THE PRIME MINISTER ON REVIEWING THE CAMPAIGN fOR PRACTICING THRIfT AND COMBATING WASTEfULNESS, CORRUPTION AND ILLICIT TRADE.

After two years of implementing Instruction No 15/CT-TW of the Political Bureau and Decision No 114-TTg of the Prime Minister and after one year of carrying out the Resolution of the 9th National Assembly on practicing thrift and combating against wastefu lness, corruption and illicit trade, the fight against wastefulness corruption and illicit trade have recorded certain progress. However, the practice of thrift has not resulted in any noticeable changes; and wastefulness, corruption and illicit trade are still serious.

In order to create an important step of change in 1995 in the implementation of the National Assembly Resolution on the practice of thrift and combat against wastefulness, corruption and illicit trade, the Prime Minister gives the following instructions :

1. The Ministers, the Heads of Agencies at ministerial level, the Heads of Agencies attached to the Government and the Presidents of the People's Committees of provinces and cities directly under the Central Government shall conduct reviews of the campai gn for thrift and against wastefulness, corruption and illicit trade within the Ministries, branches and localities under their jurisdiction.

2. The Minister of finance is responsible for reviewing the campaign for thrift and against wastefulness on a national scale. The Minister of the Interior, the General State Inspector, the Minister of Trade and the General Director of the General Department of Customs, shall, apart from reviewing the campaign for thrift and against wastefulness, corruption and illicit trade wit hin their own branches, be responsible for coordinating with the Supreme People's procuracy and the Supreme People's Court to review the combat against corruption and illicit trade, as prescribed by their own functions. The Minister of Justice shall review the work of checking documents used in the combat against corruption and illicit trade.

3. The Government Steering Committee for the campaign for thrift and the against wastefulness, corruption and illicit trade is responsible for:

a) Assisting the Prime Minister in monitoring, directing, prompting and controlling the review work by the branches and levels.
b) Assisting the Prime Minister in the reviewing work recommending measures to further the work in the following years.

4. The review reports must give assessment of the actual situation backed up with concrete data and addresses. The review must be realistic, make the right assessment of what has been achieved and what to be done, bring out the positive aspects and the errors and weaknesses, point out the root causes of the problems and weaknesses and propose concrete and resolut e measures in order to create a new step of change in the work in the coming years. The Ministries, branches and localities shall not organize separate reviewing conferences but shall incorporate the reviewing in the agendas of their conferences to deplo y socio-economic activities for 1995.

5. The time frame for collecting review data is from the 1st of January, 1993, to the end of October 1994. The Ministries, the Agencies at ministerial level, the Agencies attached to the Government and the People's Committees of provinces and cities directly under the Central Government shall, upon receiving this Instruction, deploy the reviewing work immediat ely and send reports on it to the Office of the Government before the 15th of December, 1994.

6. The Government shall organize a conference to review the campaign for thrift and against wastefulness, corruption and illicit trade in late December 1994 or in early January 1995.
