DECISION Of THE PRIME MINISTER ON THE fOUNDING Of THE STEERING COMMITTEE Of THE NATIONAL INfORMATION TECHNOLOGY PROGRAM

THE PRIME MINISTER

Proceeding from Resolution No 49 - CP made by the Government on August 4, 1993 on the development of information technology in Vietnam in the 1990's and,

Considering the proposal of the Minister of Science, Technology and Environment (in his official dispatch No. 645-PTCN on April 9,1994)

DECIDES

Article 1

To establish the Steering Committee of the Nation Information Technology Program to help the Prime Minister in guiding the implementation of Resolution No.49-CP made by the Government on August 4, 1993 on the development of information technology in Vietn am in the 1990's.

Article 2

The Steering Committee of the program has the following obligations and rights:

- Drafting policies, regimes and stipulations relating to the implementation of the National Information Technology Program and submitting them to the Prime Minister for approval;

- Drafting a long -term plan as well as annual plans to implement the National Information Technology Program and submitting them to the Prime Minister of approval, and organizing the implementation of those plans, including the examination, approval and allocation of funds for the projects and draft projects of the ministries, branches and localities on the development of information technology.

- Urging, supervising and guiding the ministries, branches and localities in carrying out projects, draft projects and research projects in the field of information technology; settling problems arising from the process of implementing the National Progra m for development of information technology under its jurisdiction or forward them to the Prime Minister for timely settlement.

Article 3 :

The steering Committee of the National Information Technology Programs is composed of :

- The Chairman : Professor Dang Huu, Minister of Science, Technology and Environment;

The Standing Vice Chairman. Professor Dr. Phan Dinh Dieu;

- Members :

The Director of the National Center for Natural Science and Technologies.

A Vice - Director of the Office of the Government

A Vice - Chairman of the State Planning Committee

A Vie - Minister of finance

A Vice - Minister of Education and Training

A Vice Minister of Heavy Industry and the Head of the Department for Technology Development under the Ministry of Science, Technology and Environment.

Article 4 :

The Chairman and members of the Steering Committee of the National Information Technology Program, the Ministers, the directors of State agencies of ministerial level, the concerned Government offices and the Chairmen of the People's Committees of provinc es and cities directly under the Central Government are responsible for implementing this Decision.
