To : Customs Offices of Provinces, Cities

The General Customs Department delivered to provincial , municipal customs offices its official letter No. 523/TCHQ-GQ of 28 June 1993 relating to the execution of Circular 04/TN-PC dated 6 May 1991 by the Ministry of Trade concerning commodities of resid ent representative offices of foreign economic organizations in the Socialist Republic of Vietnam.

Upon having worked on 25 June 1994 with the Supreme Organ of Control's group responsible for supervising execution of policies , the General Customs Department requests provincial, municipal customs offices to effect the above-mentioned Circular 04 as fol lows :

• 1. As stated in point 8 of Circular 04/TN-PC dated May, 6 , I991 by the Ministry of Trade , to charge import duties on all kinds of goods including those within the quantities specified in the list for diplomatic missions attached to Decree 131/HDBT of 27 August 1987, and all necessities for the representative offices' daily use and activities.

• 2. Personal belongings of members of resident representative offices categorized as luggage to be transported on the same flight or prior or later than their flights are all subject to Decree 09/CP date 14 November 1992 by the Government concerning quanti ties of duty - free luggage for entry - exit passengers, and General Customs Department's instructions.
