Follow-Up, Assessments, Rewards, and PunishmentsA. Following the revision and announcement of this program, all in--charge agencies have been required to formulate specific implementation plans in line with focal implementation tasks. Plans are to be submitted to RDEC for compilation and presentation to the Executive Yuan for future reference. All administrative agencies that have already drawn up fiscal year plans in accordance with current regulations for the assessment of public service work need not draw up separate implementation plans.
B. All in-charge agencies must compile quarterly achievement reports concerning their implementation plans and submit them to RDEC for collation and presentation to the Executive Yuan Council Meetings or cabinet-level conferences. RDEC, in-charge agencies, and implementing units at all levels should conduct on-site investigations during the implementation period in order to better understand implementation conditions and obtain suggestions for improvement.
C. In conjunction with the quarterly achievement reports, RDEC is responsible for directing agencies in charge of specific implementation tasks to make special reports at cabinet-level conferences concerning the results of reform measure implementation.
D. After four quarters, all agencies in charge of specific implementation tasks must compile and submit to RDEC achievement review reports relating to on-site investigation findings and implementation conditions during the previous four quarters at all agencies implementing each implementation task. RDEC will select focal items in accordance with the reports' contents, perform on-site verification at relevant agencies, and compile an overall review report.
E. In conformity with this program's planning, promotion, and implementation tasks, all agency heads are responsible for supervising their subordinates and performing detailed assessments; rewards should be given to personnel in the following cases: ¡@
1. A specific administrative reform proposal has been formulated and found to be worthy of adoption or, after adoption, generates favorable results. ¡@
2. The promotion of administrative improvements, enhancement of administrative efficiency, or betterment of public service generates favorable results or meritorious achievements. ¡@
3. Other administrative reform implementation efforts make a special contribution or result in meritorious achievements.
F. In the case that implementation of this program has been lax or
results are unsatisfactory, all agencies must punish the personnel
responsible in accordance with the law.
