The Realization of Systematic Reform and Enhancement of Services to
the Public1. The Executive Yuan has established the "Administrative Reform Service Task Force" and is continuing to select focal areas for efforts to make public services more convenient. Views are being solicited from many quarters in order to diagnose and improve the administrative system and enable government agencies to break through the status quo by means of innovative measures. 2. In accordance with the need to make public services more convenient, all agencies are selecting areas where major institutional reforms are needed. In accordance with the suggestions proposed by the Administrative Reform Service Task Force, these agencies are drawing up implementation plans in the targeted areas and conscientiously carrying out implementation work. 3. In accordance with the need to improve public services, all agencies are selecting focal areas, formulating implementation plans, and directing lower-level agencies under their control to carry out implementation work; this work is subject to review and evaluation. 4. The automation of public services involves the formulation of specific measures to implement inter-organization information networks offering integrated services. Planning is underway for the utilization of various types of information apparatus for broadened services including public queries, applications, and the issuing of documentation. 5. More public application cases will be accepted by mail or electronic means. The use of digital media or computer networks for processing case documents will simplify procedures. (Agencies in charge: RDEC, all administrative agencies)
6. Public views are kept firmly in mind when reviewing and amending laws and regulations. In order to deliver more convenient public services, study and planning is addressing innovative service measures and ways of harnessing all the resources of society. 7. Citizens are being encouraged to take advantage of well- publicized "administrative reform mailboxes" to make suggestions and request clarifications. Suggestions will be acted upon swiftly and prudently in line with pertinent regulations. (Agencies in charge: RDEC, all administrative agencies)
8. Government agencies are stepping up training efforts in order to provide their employees with increased professional knowledge and an improved service attitude. 9. The public construction bidding system will be improved in
order to make the processing of bids more transparent. Computer
networks will be utilized to let government agencies publicly
