Raising Administrative Efficiency and Enhancing Public Productivity1. A civil servant participation and suggestion system is being introduced: All agencies must select suggestion and participation methods that conform to the nature of their services; examples include such measures as organizing "service improvement task forces" or establishing a "reform proposal system" that will formulate objectives and devise improvement courses in line with the areas where the agency's administrative efficiency may be raised. 3. The spheres of responsibility of government units are being reviewed and redefined, authority is being delegated to appropriate levels, and the "Itemized Table of Responsibilities of Different Levels" is being revised. (Agencies in charge: all administrative agencies)
4. In order to simplify government works, private parties will, when appropriate, be commissioned or authorized to provide services that are now the responsibility of government agencies. (Agencies in charge: CPA, Secretariat of the Executive Yuan)
