Reorganizing government Units and Re-evaluating Manpower Allocation


1. The continued implementation of the "Organizational and Manpower Simplification Plan for the Executive Yuan and Units Under Its Jurisdiction" seeks to trim the number of budgeted employees of government agencies by five percent over three years and thereby control the increase of civil service personnel. (Agency in charge: Central Personnel Administration [CPA])

2. Current organizational and manpower streamlining measures are being examined and ongoing reviews of organizational and manpower adjustments in all agencies are being carried out. (Agencies in charge: RDEC, CPA, Secritariat of the Executive Yuan)

3. Guidance is being provided to agencies in formulating implementation plans in line with organizational adjustment plans submitted to and approved by the Executive Yuan. Implementation will be carried out according to organizational revision procedures in order to coordinate the completion of work to place all agencies on a legitimate legal basis. 4. A number of key agencies are being selected for the purpose of carrying out manpower evaluations, rationally re-allocating manpower within units, and conducting retraining so that personnel can be shifted to different areas of specialization. (Agencies in charge: CPA, RDEC)
