Basis

A. On March 4, 1993, Premier Lien Chan required the Reserch, Development, and Evaluation Commission (RDEC) to draft the Administrative Reform Program at the 2321st Executive Yuan Council Meeting.

B. On November 23, 1995, the 2457th Executive Yuan Council Meeting deliberated and passed this program of second revision.
