Demand reduction requires education and treatment (including rehabilitation). During 1993-1995, many civic groups directed considerable resources to public education following Premier Lien Chan's declaration of war on drugs. The Ministry of Education is conduction a review of health education courses in primary and secondary schools. Meanwhile, the Ministry of Justice and the Department of Health worked closely to formulate a general policy on drug addicts and their treatment and rehabilitation.
