Asia / Pacific has been economically the most dynamic region in the world, and has been leading the world economic growth in recent decades. APEC member economies have been able to achieve such a dramat ic economic growth by utilizing the economic, social, and cultural diversities of the region as complementary assets for mutually beneficial cooperation and exchange.
On the basis of this dynamism, Asia / Pacific will have to assume the role of being the center of gravity in world economic development for the coming century. To maintain the dynamism into the next century, it is imperative that the APEC member economies focus their cooperative efforts more on science and technology, which are the very engine of economic growth.
Responding to this challenge, Korea is willing and ready to assume an active role in promoting scientific and technological cooperation among the APEC member economies. Therefore, we have offered at the Beijing Conference to host the 2nd APEC S&T Ministers' Conference in Seoul, Korea this year, Korea's proposal is a reflection of its commitment to the goals of APEC and especially to promoting the scientific and technological cooperation among the regional economies.
We will do our utmost to make the 2nd Ministers' Conference continue to build on the momentum of strengthening S&T cooperation, which was started in Beijing. would like to invite your full support and cooperation in organizing the conference, and we look forward to meeting you in Seoul this November.

The 10th meeting of APEC Working Group on Industrial Science & Technology(WGIST), held
on Jan. 17-18, Jakarta, Indonesia, endorsed the Republic of Korea's Preliminary Proposal on
the 2nd APEC Ministers' Conference on Regional Science and Technology Cooperation, which
will be held 11-15 November 1996, in Seoul.
The APEC WGIST Ad-hoc Task Force Meeting, held in Seoul on March 26, 1996, agreed to
recommend to the WGIST that a theme based on improved researchar exchange and human
resources development (HRD) be the main topic for the Seoul Conference.
