Educational Laws
On September 1, 1995, "the educational law of the People's Republic of China" was enforced. This is the first comprehensive law on whole education in China.

After the founding of the People's Republic of China, there was no fundamental law on education, and guidnaces and administrations was put into practice mainly coming from the policy documents or administrative orders such as "notices" and "instructions. But after the revolution and thee release, enactment of educational laws and regulations were considered important, and in 1980 "the regulation of degree" which was the first law related to education since the founding of nation was promulgated, and in 1986 "the law of compulsory education" and in 1994 "the law of teachers" were put into operations. But these laws are merely laws of the specific fields of education.

In this meaning, we can safely say that this law will become the fundamental guideline hereafter and will have the importance as a milepost. "The educational law" is composed of 10 chapters and 84 articles, and its application is extended from the school education to the wide range of education except school education (including vocational education and adult education).

The same law shows the fundamental policy of education which is "the education must render services to the establishment of socialist modernization. (the Article 5)" Also it is notable that who get education are prescribed as "to have equal right on entrancing into a school, going on to the next stage of education, starting work and so forth by law. (the Article 36)"

With the enacment of "the educatilnal law" related laws and regulations such as "the vocational education law", "the higher education law", and "the adult education law" are hastily being prepared, and the establishment of direction advancing educational policy on law is designed.

This kind of school was originally established as the school to train the reporesentatives sent to "International Mathematics Olympics" and such forth. But recently each school establishes or becomes the examination crammer for elite training with fee, and the evil influences such as negligence of classes of regular school and overheat examination war is pointed out.

Five-Day-Week System
Since September, 1995, the whole five-day-week system was introduced into elementary school, middle school, and high school. Regarding to the five-da-y-week system, generally parents are against, children for, and teachers for.

Parents oppose because when they are not at home by work, nobody takes care of children. Also a lot of parents are worrying about delay in study. It is said that a executive ordered the school leader to open school on Saturday worrying about his child's delay in study.

Children welcome to have Saturdays off. But a lot of children spend time monotoniously such as doing their homework or watching TV on holidays.

Teachers welcome five-day-week system because their labor hours decrease.

On the other hand, there are elemetary schools which form activity groups and do some extracurricular activities using two days off. For example, some schools in Beijing form groups of five elementary school students in different grades living in neighborhood, and their parents become instructer in tern and take children to zoo and musium.

Hereafter it would be the assignment to make activity centers for such children in region.
