Concepts of Contribution to International Affairs


1. Purpose
Hiroshima, which experienced the tragedy of the first atomic bomb dropping in human history, so far has been closely linked to the world through its contributions to peace. In light of the demands for a closer cooperation among the international society, Hiroshima feels obliged to continue calling for peace among the people on earth.
1995, the 50th year after the war, constituted a sort of turning point and makes Hiroshima a pivot for peace efforts. With a future orientated mind Hiroshima continuously tries to appeal to the world. The concepts of contribution to international affairs are based on concrete contributions to global peace and prosperity with a perspective of peace creation.


2. Contribution to international affairs taking advantage of Hiroshima's characteristics
The concept tries to take advantage of the following features:

1)using Hiroshima's actual contributions to peace and its fame to promote worldwide peace and arms reduction;

2)contribution to the worldwide medical care for radiation injuries based on the results of years of research related to the treatment of the victims of the atomic bombing;

3)using Hiroshima's accumulated economic power, advanced technology and educational capacities for active efforts directed a contributions through personnel training.
Integration of these features and application to new projects will gradually be initiated beginning in 1996.



3. Projects for contribution to international affairs (draft)
A draft of currently conceivable projects related to Hiroshima's contribution to international affairs include the following subjects. Realization requires government supported plans for at comparatively short-term projects, while intermediate to long-term projects require the cooperation of international organizations. Each project will be promoted depending on its developmental stage, but the final target is the realization of the whole concept.

(1)Establishment of an international medical center for the treatment of atomic bomb victims

(2) Organization of bases for international emergency aid

(3) Organization of bases for international personnel education

(4)International cooperation for the protection of the global environment

(5)Establishment of research bases for Asian-Pacific peace research
