Hiroshima proclamation of a total ban of nuclear arms

Hiroshima Prefecture Declaration for the
Total Abolition of Nuclear Weapons


We, the people of Hiroshima Prefecture, having experienced the ravages of the first atomic bomb ever used in the history of mankind, and having fully realized the horror of nuclear weapons and the continuing agony of the survivors, have appealed at every opportunity to all the people in the world to strive for the total abolition of nuclear weapons so that the tragedy of Hiroshima and Nagasaki will not be repeated.
Today, however, the nations which possess nuclear weapons are competing in the expansion of nuclear arms - a situation which aggravates international tensions and threatens the peace of the world and the survival of mankind.
It is the duty and responsibility of everyone living today to reconfirm the dignity of life by exerting the utmost effort to realize a complete ban on nuclear weapons and to achieve a lasting peace for the world.
On the occasion of the International Peace Year, we hereby declare the adoption of Japan's three national nonnuclear principles as fundamental principles of Hiroshima Prefecture.

Third Arms Reduction Conference of the United Nations
1. Purpose
In 1992 and later in 1994 the United Nations held arms reductions conferences in Hiroshima where the participants called for a total ban of nuclear arms and pleaded for lasting, global peace. Simultaneously, these conferences facilitated the international discussion of nuclear arms reduction.
On these occasions Hiroshima Prefecture, with the cooperation of the United Nations, organized a "Hiroshima Prefecture and city population dialogue" within Hiroshima where the participants of the conference and the citizens of Hiroshima Prefecture and city could meet and discuss the issues at hand.
After the conference, with the cooperation of the United Nations, Hiroshima Prefecture and city will hold a public symposium.
