On July 10, 1989 NTT initiates a new service called 'Dial Q2' by which fees for information provided over NTT lines are charged not to the provider of the information but to the recipients. NTT thus collects charges on behalf of the providers. Users can simply dial a six-digit number with the prefix '0990' and charges are included in the telephone bill from NTT. This service is promoted by a variety of fee-based information services as well as voice mail systems.
