To eliminate the unfairness of charging the same price for everyone regardless of how many calls they made, charging based on the number of calls was introduced on April 1, 1920 (Taisho 9). The standard charge was a base fee of less than 40 yen per month and a charge of 2 sen per local call. A proposal for charging based on the number of calls was submitted to the Diet in 1908 (Meiji 41). However, due to a variety of opposition, the proposal lapsed without being passed.
