Implementation of computer communications typical of the Internet requires best-effort type (cheap) services different from conventional guarantee (highly reliable) services in terms of quality, reliability, and charge. To suit these diversified needs, a connection-less, horizontally distributed network (open computer network) is required, based on the new concept that is fundamentally different from conventional telephone networks.
NTT commits itself to constructing the new network as the open computer network on a regular basis while completing with other common carriers.
