Crimes involving the counterfeiting of cards in all sorts of different ways persisted from 1989 onwards. These included 50-unit cards being changed to 536-unit cards, magnetic tape being used to change cards to a higher value, and people making money on information charges by using forged telephone cards to call Dial-Q2 services that they themselves had set up. In response to these problems, improved telephones were installed that rejected counterfeit cards. However, counterfeiting techniques were also becoming steadily more advanced and, as a result, sale of 3000 and 5000 yen telephone cards was abandoned.
