The operation of Morse code telegraph apparatus required skill. In October this year (1871), the Ministry of Industry set up a technological institute within the telegraph dormitory to train people for the telegraph industry, thus making Japan more independant of the West. In a mobile society where secondary or higher education was not widespread, the institute attracted outstanding young people who wanted to succeed in life by mastering Western studies and technology. Among these was Koda Rohan.
