Starting on December 3 1985 a system of toll-free dialing is initiated, by which the receiver of the call bears the charges. NTT offers the new service in response to demands from businesses willing to bear the cost of incoming calls for customer orders and inquiries about their products. To clearly identify toll-free calling numbers, this service uses the prefix '0120' plus six-digit numbers.
