In April 1985 access from the telephone network to packet networks is enabled, so that low-speed, comparatively low-volume data terminals are able to send and receive data economically through packet switching network centers. This 'Level 2 Packet Switching Service' opens in 21 service regions including Tokyo, Osaka and Nagoya. Within the year, service expands dramatically to include 271 regions nationwide, covering virtually all cities with populations of at least 100,000.
