After a welcome by Roberta Breden Chair, Dennis Cannon asked that any changes or additions to the minutes of the November meeting be submitted for the record. Also, Cannon outlined the results of the Board's preliminary meeting with the Office of Management and Budget regarding the need for a regulatory assessment. Elizabeth Lyle and Stan Wiggins from the FCC briefed the Committee on the status of reply comments to the Notice of Inquiry. Print copies of reply comments received to date were provided to the Committee; comments received in electronic media have been posted to the FCC Web site. The remainder of the meeting was devoted to a section-by-section review of the draft document and identification of issues for further discussion. There were no comments from the public during the public comment period. Tuesday, December 17 and Wednesday, December 18 The Committee reached general agreement on edits to sections 1 through 5. Language will track the statute as much as possible. Some items were moved to other sections. The re-edited draft will be posted to the Trace Web site. Issues remaining included Declaration of Conformity format and content, Disability Access Statement, market monitoring, and "safe harbor." A Steering Committee was appointed to continue discussion of these issues by conference call prior to the next meeting. Members of the Steering Committee are Judy Brewer, Gerald Nelson, Karen Peltz Strauss/Jenifer Simpson and Leigh Thorpe. The Steering Committee will attempt to reach agreement by January 3 and post a new version of the working document to the Trace Web site by January 7. There was no public comment during the allotted time. The next meeting is scheduled for January 13-14, 1997, at a site to be determined in Washington, DC. The Committee will present its report to the Board January 15, 1997, 1:30-3:30, with a reception to follow at the National Press Club.
