ART.1 DEFINITION OF THE EVENT

1.1 PREAMBLE
The SSER ORGANISATION will be hold The 2nd Rally Raid MONGOL 1996 for ten days from August 15, 1996 through August 24, 1996 sanctioned by the international authorities. It will be an international rally covering a distance of more than 5,000 km.
This event has been officially sanctioned by the Mongolian government, the Mongolia Olympic Committee, the Nature and Environment Agency and other affiliated agencies and groups. The racing course is within the land area of Mongolia. The route and the distance announced unofficially are only tentative . And details of the official route will be kept completely secret until a route book is given to each participant. In line with the spirit of the event, completing the route beforehand is strictly prohibited.

1.2 SPIRIT OF THE EVENT
All participants should have a strong independent spirit. As well, participants shall be required to acknowledge the risk of this Rally and have the will and sportsmanship to overcome any difficulties encountered in Mongolia's beautiful but severe environment.
It is our intention, through this event, to carry out a goodwill mission for international peace, Those who live in Mongolia should be held in the utmost of respect.
To make the most of Mongolia's great natural beauty and to preserve its treasures, investigation and planning of the route, trial run, and all other things concerned with this event are being carefully planned, accompanied by the Mongolia Nature and Environment Agency officers.
Participants and all concerned must pay attention to the wishes of the organizer and make sincere efforts to preserve the environment of this country.

1.3 OFFICIAL NOTICE
This event will be held as an official international event, sanctioned by;
Federation Internationale de l'Automobile(FIA),
Federation Internationale Motorcycliste(FIM),
Philippine Motor Association (PMA),
and Motorcycle Federation of Japan(MFJ), under the FIA International Sporting Codes and its related codes together with the rules and regulations of the Rally Raid MONGOL.

1.6 TERMINOLOGY
Etap: Each stage divided by a bivouac.
Special: Actual course for speed race.
Time allowed: Permitted time for participants to stay at each liaison and each special.
Scratch: Time counting method in which delayed time from the time of the leading(1st) participant in the special stage will be the scratch standard and counted as time 0.
From the 2nd participant, his delayed time will be added to his time of the stage, by hours, minutes and seconds. This method is adopted to all time counting of all races of both classes.
Bivouac: Area between two etaps.
Bivouac refers to the inside of the circle within a radius of 200 meters with a central of headquarters where a sponsor's vehicle is positioned.
Participants are supposed to stay in this area during the time called Neutral Time when they do not have check cards with them.
Neutral Zone: A neutral area where time is not checked and where a participant must stay when he/she does not have a check card.(eg.) a bivouac, or an area between the passage control for fueling and the time control for re-starting.
Time Control: To record time on the check card.
This should be done within a control zone. The standard location(point) for time checking is called a check point(CP).
Passage Control: To have the check card stamped for recognition of passage. This should be done within the control zone. The standard point to have it stamped or recorded is called a check point (CP).
Control Zone: A check point area where time control or passage control is conducted. It is ruled completely by the officials for the sake of safety and accurate checking. The beginning of this area is marked by a yellow flag and the end by a beige flag.(Refer to the last page.)
Rest Control: To minimize time loss on fueling and to allow participants to take a rest and do machine maintenance free from the time checking at the special stage.
This control is allowed one time only at a special of over 350km.
Maximum Permitted Time: The maximum time that is allowed for participants to stay at a special or a liaison.
Overstaying will result in penalties.

ART.2 RULES

This rally shall observe every rule concerning FIA,FIM Cross Country Rallys, and follow the rules which SSER ORGANISATION has produced exclusively for this rally.

ART.3 COMPETITOR

3.1 CONDITIONS FOR ENTRY
A. A competitor should be, regardless of nationality and sex, older than 18 and have an International Driving License which is valid for driving the entrant's vehicle in 1996.
B. A participant in Auto Camion class should have an International Driver's License valid with FIA(C-Class or higher) in 1996. SSER ORGANISATION shall apply for an International Driver's License substitute to FIM for competitors in Motorcycle Class.
C. The organizer shall have the right to refuse entry to any competitor.
D. Any competitor who is replaced by another competitor shall be disqualified. Similarly an entrant's vehicle should be used or driven only by the competitor who has previously registered it with his/her name, and should not be either used or driven by any other person even during the moving of the vehicle.
If a competitor accepts assistance from any other person than the rally official, he/she shall be disqualified.
E. All the competitors should have acknowledged the risk of this Rally before entry. All the participants and people concerned shall recognize that the organizer shall not be legally responsible for bodily or mental harm or damage to machines and personal belongings.

3.2 COMPETITORS AND PARTICIPANTS
Participant is a general term including competitors, press-persons, team staff, air mechanics and sponsors.
The term competitor, is limited to a person who participates in the race.
3.3 ELIGIBLE CLASS OF RIDERS
Rider of any category may be classified into the following classes:
CLASS-1 INTERNATIONAL: a rider who has had a fifth prize or better with Enduro, Motor Cross, Trial or Marathon Raid in an official championship rally in or outside of one's own country in the past five years.
(* For the Japanese rider, A class of Motor Cross International or A class of Trial International only.)
CLASS-2 PROMOTION: a rider who has not had better than sixth prize in an official championship rally in or outside of one's own country.

3.4 PRIZES FOR RIDERS
Prizes for these Classes shall be awarded regardless of the Prizes for Individual Total, for each Class or each Category.
OVER 38 : awarded to all the riders older than 38.
MASTER OF GOBI:awarded to the best rider in the Gobi Desert stage.
LADIES CLASS : awarded to all the female riders.

3.5 PRIZES FOR DRIVERS
Prizes for these Classes shall be awarded regardless of the Prizes for Individual Total, for each Class or each Category.
OVER 48 :awarded to all the drivers and co-driversolder than 48.
MASTER OF GOBI:awarded to the best drivers and co-drivers in the Gobi Desert stage.
LADIES CLASS :awarded to all the female drivers.
(eligible only for females registered as drivers, not as co-drivers.)

3.6 PRIZES FOR TEAMS
In addition to these above mentioned prizes, a separate award will be given to the officially registered team which has shown the best performances in all categories.

ART.4 GENERAL PROVISIONS FOR VEHICLES

4.1 NOTES
An entrant vehicle should not be modified in any other way than described by the vehicle regulations of FIA or FIM respectively. Only vehicles that are equipped with the items specified in ART.7 shall be allowed to enter.

4.2 DATE OF MANUFACTURE AND REGISTRATION
An entrant vehicle should be manufactured in the country of production by April 30, 1996.
An entrant vehicle, with the exception of the cases specified in the item 4.3, should be officially registered to the administration of the participant's country in the name of the participant/competitor. Therefore, each crew in Auto Camion Class should include one person who has registered the vehicle in his/her name.
Those who wish to entry the rally with an unregistered vehicle should possess all necessary authority over the vehicle.

4.3 EXCEPTIONS OF VEHICLE OWNERSHIP
One exception to the above rule 4.2 is when a participant/competitor is a press-person whose vehicle is registered by a manufacturer or importer for a certain purpose. In this case, each representative should submit one copy of a lease certificate and a written oath certifying that his/her vehicle has been loaned by either a manufacturer or importer. Also, it shall be accepted as an exception when an entrant team is from a corporation whose vehicle is registered by the corporation. To do so, a representative of the corporation should submit one copy of a lease certificate and a written oath certifying his/her vehicle has been loaned by the corporation. The participant also needs to be registered by the team. Those who satisfy these conditions shall be regarded as exceptions to the rules specified in the item 4.2.

4.4 EXPORT/IMPORT OBLIGATION FOR VEHICLES AND EQUIPMENT
All the vehicles and equipment that are temporarily imported to Mongolia for the rally should be brought back from Mongolia except for expendable such as oil or food. It is prohibited to abandon, dispose or transfer articles except for the following:

A) destruction by fire
B) Articles lost in places(for example in a valley or in sand where it would be unable to be practically retrieved
C) an unavoidable accident such as robbery

All the above should be proved by the participants.
The above vehicles or equipment abandoned by participants shall not be searched for or recovered by the organizer.
In the case that vehicles miss the pre-arranged transportation back to Japan, the vehicles will be ransported at the participant's expense regardless of where the responsibility lies.

4.5 FUEL AND ENGINE OIL
All the fuel and engine oil shall be prepared by the organizer. Both the gasoline and light oil prepared are produced in Russia, while the engine oil, which will be provided at every bivouac, is produced in Japan(NISSEKI, ZOA Brand, High Efficiency Engine Oil). The requisite quantity of oil for the necessary testing and adjustments will be provided to participants at the latest by the AUTO/MOTO Inspection day. The organizer shall not be held responsible for the fuel quality.

4.6 REFUELING POINTS AND MAXIMUM DISTANCE OF CRUISING
The refueling facilities shall be prepared every day at 15:00-24:00 within the goal area (Bivouac point). For a late arrival at a bivouac, refueling shall be made from 5:00 of the following morning until after all the starts have completed.

4.6.1
All participants in Motorcycle Class need to cruise continuously at the maximum distance of 350km. The Rest Control for refueling shall be opened within 350km every morning after the start has finished.
The Rest Control point shall be closed either when the passage of all vehicles has been confirmed or when the maximum time of the first vehicle in that etap has been passed.
A competitor is responsible when he/she is unable to find the rest control point or unable to continue the race due to gas shortage and fails to arrive at the refueling facilities before they have closed.

4.6.2
All participants in Auto Camion Class need to cruise continuously at a maximum distance of 700km.

ART.5 ELIGIBLE CATEGORIES OF MACHINES

5.1 MOTORCYCLE CLASS

5.1.1The entrant motorcycles shall be classified into the following three classes:
Marathon Class
Silhouette Class
Prototype Class

5.1.2 This rally shall be divided into the following four categories by the volume of engines:
Category1: larger than 601cc
Category2: 401cc`600cc
Category3: 251cc`400cc
Category4: 231cc`250cc

5.2 AUTO CAMION CLASS

5.2.1The entrant auto camions shall be classified into the following four classes:
T1
T2
T3
T4

5.2.2 This rally shall be divided into the following two categories by the type of engine:
Category1: gasoline
Category2: diesel

5.2.3 The technical regulations for modification of vehicles shall conform to the rules specified by FIA/FIM.

ART.6 ENTRIES

6.1 ENTRY
There are two Entry stages: Pre Entry and Final Entry. And only applicants who have completed Pre Entry shall be vested with Final Entry.

6.2 ENTRY FEES
Entry fee includes the following.

6.2.1 Residents in Japan

6.2.2 Residents outside Japan who will receive the Inspection in Ulaanbaatar
Two-way shipment for a vehicle and necessary belongings and two-way ticket for an entrant shall be exempted.

6.2.3
Entry Fees in the above item 6.2.1 include the following:
All meals and hotels from Aug 13 through Aug 27, if the rally is still on, Accident Insurance, expenses for emergency transportation, two-way shipment for a vehicle and necessary belongings of the specified weight, customs fee, boarding on chartered airplane, parties, gasoline supplied by the organizer, light oil, oil, registration fee of a vehicle in Mongolia, Driving License in Mongolia, and some other supplies prepared by the organizer.

6.2.4
Entry Fees in item 6.2.2 include the following:
All meals and hotels from Aug 13 through Aug 27, if the rally is still on, Accident Insurance, expenses for emergency transportation, parties, gasoline supplied by the organizer, light oil, oil, registration fee of a vehicle in Mongolia, Driving License in Mongolia, some other supplies prepared by the organizer.

6.3 FINAL ENTRY AND ITS FEES
An applicant who has registered in Pre Entry shall be vested as Final Entry applicant. The Final Entry applicant has to submit the official Final Entry form with Final Entry fee and the necessary papers by May 25, 1996.
The Final Entry fee is the same amount as the Pre Entry fee. And if the entrant Class requires a deposit it should be paid together at that time.

6.4 REJECTION AND CANCELLATION OF ENTRY
Request for Cancellation and refund of Pre Entry and Final Entry should be sent only by authorized mail in order to avoid any argument. Cancellation of Entry after full payment of fees will be refunded as follows:
  • 50% of payment shall be returned when cancellation is made before 0:00a.m. of May 25, 1996 of Japan Time,
  • 30% of payment shall be returned when cancellation is made before 0:00a.m. of June 10, 1996 of Japan Time,
  • No cancellation will be accepted after June 10, 1996.
The organizer will not refund any Entry fees to participants whose vehicles fail the technical and administrative inspections (of June 22 and 23 or Aug 13, 1996) due to lack of necessary documents or failure to meet technical standards/rules.

6.5 CHANGE OF COMPETITORS AND VEHICLES
A)Any change of registered competitors, either drivers or riders, after the formal entry shall not be permitted without sufficient reasons such as a sudden sickness or accident. In such a case, a participant shall report to the judges for their permission to change a competitor.
B)B)Any change of registered vehicles shall also not be permitted after the formal entry without sufficient reasons, such as a sudden breakdown or damage caused by an accident. In such a case, a participant shall report to the judges for their permission to change a vehicle, as well to the organizer for the details of customs clearance.

6.6 CANCELLATION OF THE RALLY
SSER ORGANISATION will refund all of the entry cost to participants in the case that the rally becomes impractical in the following cases:
In case that political unrest, war or lack of technical support in the host country may make the passage of rally course impossible.
In case of lack of funds because the number of participants are too few.

SSER ORGANISATION will refund the total amount before October 20, 1996. If the date of rally is delayed, SSER ORGANISATION must notify all participants and all concerned of the new schedule as soon as possible.
Participants can ask SSER ORGANISATION to refund the cost by mail with a certificate of delivery in case that they cannot enter the rally because of this schedule change.
SSER ORGANISATION will not pay any compensation in any case.

ART.7 TECHNICAL AND ADMINISTRATIVE INSPECTIONS

7.1 ADMINISTRATIVE INSPECTIONS
Special Technical and Administrative Inspections will be made on June 22 and 23, 1996 in the International Exhibit Hall in Matsuyama City, Ehime Prefecture, Japan. Official Technical Inspections shall be provided in Ulaanbaatar on Aug 13 and 14, 1996. However, those who have received official entry numbers at Special Inspections held in Japan are not required to take these inspections. All participants will receive an official letter to designate the time and the place for Special Inspections of June 22 and 23. Participants who are late for this time will be penalized.
During administrative inspections, all participants will have an exam on knowledge of navigation and first aid.

A)All participants shall present themselves at the appointed place to attend Administrative Inspections held prior to the rally(either the inspection held in Matsuyama, Japan or the one in Ulaanbaatar).
B)At the inspections, all participants shall present the following documents together with the documents described in Article 7.3:

(1)Auto Camion Class:FIA International Driver'sLicense
Motorcycle Class:FIM International Driver's License
*For Motorcycle Class, the license will be given to competitors by SSER on June 22.)
(2)Passport
(3)Certificate of vaccination for tetanus
(4)Auto Camion Class: Entry Certificate of ASN

7.2 TECHINICAL INSPECTIONS
Besides the above mentioned Administrative Inspections, Technical inspections will be held to examine the technical conditions of the registered vehicles. By the time of these inspections, all of the registered vehicles should be well prepared for custom clearance and for the actual rally. In the inspections, those who participate in Auto Camion Class must submit a certificate of the registered cars(Homologation Sheet), and these who participate in Motorcycle Class must submit commercial catalogs for the registered motorcycles.
Technical inspections include inspections for vehicles and equipment, and competitor's clothing for Motorcycle Class. Also, all competitors must present their helmets for the inspections.
Violation of the technical requirements of the rally will result in disqualification from the rally. The entry cost is not refundable in this case.
If a violation is found during the rally or when the rally is finished in Ulaanbaatar, the competitor may be judged after inspections by the inspection committee.

7.3 RESPONSIBILITIES TO ADMINISTRATION
All participants must submit the following items which are necessary for administrative inspections by the deadline of the Final Entry without delay.
A)2 copies of passport which is effective at least until December 31, 1996
B)2 copies of domestic and International Driving license for each registered vehicle
C)Five photos (5cm x5cm) for passport, Two photos(4cm x3cm) for Mongolian driving license
D)One copy of vehicle part's lists and packing lists of the check-in duffel bag written in English for Auto Camion Class
For Motorcycle Class, one copy of vehicle parts lists and packing lists of the carry-on duffel bag written in English describing the contents of the duffel bag.
The carry-on duffel bag should not weigh more than 25kg.
E)Two letters of power of attorney for customs clearance and written oath for customs clearance respectively.
F)Five copies of Commercial Invoice, five copies of Packing List, and five copies of Commercial Invoice and Packing List on one page(15 copies in total).
G)One copy of Certificate of Inspections,
Registration for the registered vehicle, or Canceled Registration for the registered vehicle
H)Commercial catalogs for the registered vehicle (Not required for Prototype Classes)
I)Original health certificate report and the original written oath
J)One copy of Residential Registration
*Carnet and International Number plate are not needed.

7.4 REGULATIONS FOR CLOTHING AND EQUIPMENT
A)Helmet; JIS-C or SNELL M90(1990 or after)
The helmet should have competitor's name and blood type in English. For the Motorcycle Class, full-face helmet is obligatory.
B)For Motorcycle Class, a pat thick enough to protect the spine, and a pat for each part of the shoulder, the clavicle, the chest and the abdomen is obligatory. A waist belt will do for the abdomen. For Auto Camion Class, these are not obligatory.
C)Sunglasses, caps
D)A tent, a sleeping bag(Schlafsack), a picnic set(dishes and silverware)
E)Medical kit (per one competitor):
Disinfectant for 20 liters of water, an eye wash, a painkiller, two kinds of binding medicines, an antibiotic, bandage, an adhesive plaster,5 safety pins, a lip balm, Vitamin C, tablets of sodium chloride, a disinfectant
F)Survival kit (per one vehicle):
An official map(ONC F-7 & F-8), magnetic compass,an aluminum sheet(larger than 2m x1m, one sheet per one person),3 liters water for one person in desert and 1.5 liters water in the other areas, 2000kcal of emergency rations for one person carried by participants at all times,a pair of tie-down belts (for the Motorcycle Class), 2 ropes of enough size and length(8m or longer) to tow(for Auto Camion Class)
G)GPS:
We would highly recommend competitors use GPS.
H)Communication Equipment:
The organizer will loan a participant in Motorcycle Class a small transceiver.
It is strongly recommended to equip a vehicle with spare power for stable output.
This transceiver requires a power supply of approximately DC12V~13.8V/ 600mAh with a regular cigarette lighter socket, and enables a participant to communicate with the organizer and other participants during the rally.
A participant in Auto Camion class will be permitted to equip his/her vehicle with a transceiver (VHF/FM 50W in 144MHz area) which enables a participant to communicate with the organizer and other participants during the Rally.

ART.8 IDENTIFICATION DISPLAYS AND THEIR REQUIRED SPACES

The participants are required to clear the following spaces for identification of the entry number, ID sticker, and stickers offered by the sponsor:

8.2
4 pieces of cloth(25cm x25cm) with an entry number on them will be given to each entrant. This cloth should be attached on both the front and the back of the jacket of a participant in Motorcycle Class. A spare cloth should be attached to the carry-on duffel bag. On the check-in duffel bag, it is also strongly suggested to attach a spare cloth in Auto class. Unauthorized use of the spare cloth shall result in disqualification.

8.3 OBLIGATORY DISPLAY OF NATIONAL FLAGS AND COMPETITOR'S NAMES
Every competitor shall display on both his/her vehicle and helmet his/her name and blood type, as well as the national flag of his/her own country. For Auto Camion Class, this display on the vehicle shall be put on the both sides of the front fender tops or front doors; for Motorcycle Class, on both sides of the front cover and tank. As well, every competitor shall clearly display the same information on his/her helmet in a contrasting color.

8.4 DISPLAY OF ID SHEET
A participant in Auto Camion Class shall firmly attach onto the body of his/her vehicle its ID sheet given by the organizer at the inspections so that it can be identified clearly by the organizer during the rally.

ART.9 ROUTE BOOK,TRAFFIC REGULATIONS

9.1
All participants will be given a route book, according to the class they're participating in, in which the route of the rally is shown. Participants have to obey the regulations mentioned in it. Violation of the rules will result in disqualification.
Route books will be written mainly in Japanese with partial English translation attached. They will measure distances in kilometers to the nearest hundredth of a kilometer(10m). The size of the route book for Motorcycle Class is 148mm width and the book for Auto Camion Class is A4 sized. They will be given to participants in bound form at latest by August 13, 1996.

ART.10 ASSISTANCE

10.1 DEFINITION
Assistance including various aid for competitors to continue racing will be offered by the organizer. However, to provide fair assistance to only those in need, certain restrictions for use of this system will also be enacted. Every participant should act with good will as a fair cross country racer, and should not attempt or practice any unfair assistance.

10.2 DEFINITION OF TEAM
A team refers to a group of 3 or more racing vehicles which have the same graphic design, a sponsor and clothes. The number of team mechanics(including trainers) should never exceed the number of entrant competitors of the team. However, besides those described above, it is permitted for each team to bring a team manager and a team cameraman.

10.3 LIMIT TO ASSISTANCE
(Besides the assistance prepared by the organizer) it is permitted to receive assistance from another participant only if necessary. Also, it is possible to receive unplanned assistance from some native residents. When in bivouacs, all participants have to stay in view of the organizer's vehicle located at the center point at all the bivouacs. In addition, it is possible to have technical assistance from the participants who have been registered as air mechanics.

10.4 ASSISTANCE PREPARED BY THE ORGANIZER

(A) Transport of Tires
A participant for Motorcycle Class can buy 4 tires at most (front or back) whose size and brand are designated by the organizer. Participants who buy tires have to pay at least an additional 10,000 per tire due to the fees for customs clearance and transport service. Pay attention to any information before starting a new course, since there may be some delay or inability for a service camion to enter bivouac due to course conditions.

(B) Equipment in Service Camion

*In exceptional cases, it is permitted to receivetechnical assistance involving welding if necessary.
(C) Transport of Duffel bags for Motorcycle Class:
Transport of Duffel bags for Motorcycle Class: A participant in Motorcycle Class can only keep one duffel bag(dimensions not to exceed H450mm x W400mm xL900mm) in a service truck camion. The weight will be strictly limited to under 25kg. The list of parts specified in the item 7.3~(D) must be handed in and received for inspection at the inspection of vehicles. The bag should be made of strong material. It is highly recommended that the contents are water-proofed. Loading and unloading vehicles for transport should be done by the competitor. In case there are inconveniences at some of the etap areas, it is highly recommended that the duffel bag contain a sleeping bag, a tent, a route map, and a small bag under 10kg containing only dishes. In some of the etap areas this small bag may be carried to a bivouac by a helicopter.
(D) Transport of duffel bags and tires for Auto Class:
A participant in Auto Class can only keep two duffel bags(dimensions not to exceed H450mm xW400mm xL900mm) and four tires including rims(30,000- for each tire) in a service truck camion. The weight of each duffel bag will be strictly limited to under 25kg. (under 50kg in total). These bags should be transported to Ulaanbaatar in the vehicle and their contents be stated in the customs documents.
The tires and rims should not be wrapped and should be given to the organizer at Technical Inspection. The description of these tires and rims in the customs documents is not necessary.
Participants should acknowledge/(understand) that in some of such difficult etap areas as Etap 5 and 6, it may not always be possible for the organizer to provide regular services.

10.5 AIR ASSISTANCE
The organizer will permit registration of a team manager from each officially entered team or one mechanic per competitor who can offer technical assistance. However, carrying parts on the helicopter is not permitted. The luggage to be carried in a helicopter should be under 10kg per person, and the excess(in a duffel bag, under 25kg) to be kept in a service truck.
All applications shall be accepted in the order they are received (the racing list will be closed when it is full).
A team manager, on behalf of his/her team, is entitled to protest or question the organizer officially.
The team manager is not permitted to carry out any publicity activitiesincluding interviewing other participants.

10.6 ASSISTANCE OFFERED BY THE ORGANIZER OFFICIALS
Organizer officials are not permitted to offer any assistance to a competitor or a racing vehicle at places other than specified in ART 10.4. Officials and press-people may offer assistance after they have received notice of retirement from the rally.

10.7 UNFAIR ASSISTANCE
It is strictly prohibited for a vehicle, a motorcycle, an airplane or a helicopter to lead, accompany, or chase a racing vehicle or take another route before or during the rally.
The above mentioned act shall be considered as unfair assistance.
This prohibition shall also be applied to a retired vehicle or a retired competitor.

10.8 LIMIT OF RADIO COMMUNICATION
A participant in the Auto Camion Class is permitted to use a specified radio frequency. He/she is not permitted to carry or use wireless systems other than one radio kept in the vehicle. For a participant in Motorcycle Class, a wireless radio shall be lent. Using any other radio is prohibited.

ART.12 MEDICAL SYSTEM

12.1 MEDICAL SYSTEM
The following medical system shall be prepared by the organizer:

1) Medical Car......2units(on which doctors ride to follow the competitors riding in the middle and at the end of the group from the starting point of each etap. Equipped with medical kits.)

2) Medical Camion......1unit(on which one or two doctors ride. Equipped with medical kits.)

3) Helicopter......1unit (on which one or two doctors fly. Equipped with monitoring instruments.)

12.2 EMERGENCY TRANSPORTATION
The organizer will be prepared in case that participants might have an unexpected accident and need to be transported to a well-equipped medical institution. If such a misfortune happens, a patient shall be urgently transported to the nearest hospital in Beijing. The expense of this emergency transportation shall be covered by the accident insurance specified in Article 11. However, the transportation back from China shall be paid by the participant.

The emergency medical team consists of five Japanese doctors, headed by Chief doctor, Dr. Tetsuya Tsurumi. The team consists of 1 physician, 2 surgeons, 1 anesthetist and 1 nurse, all of whom are emergency doctors.

The size of this medical team may be changed, depending on the number of participants in the rally. In case a patient doesn't need complicated treatment which requires special equipment, he/she will be transported to the head office of the rally or the office in Ulaanbaatar. The liability for emergency transportation borne by the organizer shall be limited to a hospital in Beijing.

12.3 MEDICAL CHECK
(A)Medial inspections will be held by the organizer during Administrative Inspections and on Aug 14, 1996 prior to the rally. All competitors shall attend these check ups and obtain professional approval from the chief doctor to participate in the rally.
(B)If the goal of any participant of any etap is made later than the midnight(12:00a.m.), the participant shall report to the medical section for a check up and obtain professional approval from the chief doctor to continue the rally.
(C)A participant will receive a medical examination anytime the chief of competition or chief doctor finds it necessary.

ART.13 CHECK CARD

13.1
At the start of every morning, participants will be given a check card on which the starting time is recorded. This card is 148mm x210mm (A5 size) and made from resinous paper.
Participants have the responsibility of keeping it in good enough condition that it is possible to read the record.

13.2
Any amendment or change to the check card will result in disqualification.

13.3
Participants should show their check cards at every Time Control and Passage Control. Check cards will be collected everyday at the last Time Control of each etap.

13.4
Participants should have their check cards stamped or recorded at all the Time Controls and Passage Controls mentioned on the cards.
Failure to stamp or record on check cards will result in participant penalties, if it happens more than several times, the participant will be disqualified.

13.5
If a participant loses the check card, he/she will receive a penalty of 30 minutes or more.

ART.14 CONTROL ZONE

The beginning and the end of every control zone is marked by flags.

14.1
Yellow flags are used to mark the beginning of a control zone and are located 100 meters before the checkpoint. Red flags are used to mark the checkpoint. The end of the checkpoint, which is located 100 meters after the checkpoint, is marked by a beige flag with three black lines. Control zone refers to an area of 100m + 100m as a rule. But this may be shortened to 20 meters depending on the type of control or the geographical conditions.

14.2
It is strictly prohibited to enter the control zones using methods which are not mentioned in the route book. Once a participant enters a control zone and has his/her card recorded, the participant is not allowed to enter the control zone again, from any direction.
The first violation of this rule will result in a one-hour penalty, and the second one will lead to disqualification.

14.3
The control zone is ruled completely by the officials. In this area, nobody can perform maintenance on a vehicle except for cleaning and wiping the entry number, the sponsor stickers or lights. Also, resting is not allowed in this area. Violation will result in participant penalties, if it happens more than several times, the participant will be disqualified.

14.4 REST CONTROL
In some of the Passage Control areas, a Rest Control area combined with a refueling point will be located for participants in Motorcycle Class. There will be two control zones in this Rest Control area. The area between those two control zones is called a neutral area, and in this area, refueling is obligatory to those who participate in Motorcycle Class and resting is obligatory to those who participate in Auto Camion Class.
The officials in the first control zone will designate the time to enter and to leave the second control zone.
This time is called rest control time and participants are not allowed to leave the neutral zone during this time.
Refueling must be completed within this rest control time.

14.5
This rest control time is included in the maximum permitted time. Therefore, the maximum permitted time shall not be extended, even in cases where a fueling spot is crowded and a participant ends up staying over-time at a Rest Control zone due to waiting. The extension of the rest control time will result in a penalty.

14.6
In a control zone, competitors must slow down. Passing other vehicles is strictly prohibited. Also, assistance can not be received by anyone in any control zone. Vehicles must be driven through, not pushed, pulled, or towed etc.

ART.15 TIME CONTROL AND MAXIMUM PERMITTED TIME

15.1
Competitors must hand in the check card when they cross over the line shown by the red flag at the time control at the beginning of the special. The time planned to start the special is recorded here.
Competitors must go to the starting line of the special stage right after the check.
Between these two checks they will be given five minutes to prepare for the start. If a tire is flat, they will be given twenty minutes maximum but will receive a penalty if it takes more than twenty minutes.

15.2
Maximum permitted time, at most, is a continuous sixteen hours. The maximum time for each etap is determined and released beforehand.

15.3 PENALTIES AND MAXIMUM PERMITTED TIME
At any checkpoint, if a participant does not complete each etap within the maximum permitted time, the following penalties are given:
  • A delay less than 1 hour will result in a minimum penalty of 4 hours.
  • A delay more than 1 hour will result in a maximum penalty of 10 hours.

15.4 EXTENSION OF MAXIMUM PERMITTED TIME
In the case where less than seven competitors finish the race within the maximum permitted time of the etap, the maximum permitted time can be extended to enable 7 vehicles to complete the etap.
For example, if the maximum time is 12 hours and the 7th competitor needs 13 hours and 15 minutes, the maximum time will be extended to 14 hours.

ART.16 PASSAGE CONTROL

Passage control is prepared to make sure that competitors take the proper route mentioned in the route book, or to check the position within the etap.
The exact position of the passage control will be released before the start.
Failure to pass the passage control will result in the following penalties.
  • 1st time .... 3 hours
  • 2nd time .... 6 hours
  • 3rd time .... 9 hours
  • 4th time .... disqualified
The number of passage controls will be changed depending on the conditions of the etap. If some part of a special has to be canceled for one reason or another, the officials will practice a special time check so as not to let the whole SPECIAL be affected.

ART.17 ETAP(SPECIAL and LIAISON)

17.1 SPECIAL
The designated time for a start at the special stage and liaison must be strictly observed. A delay of under 30 minutes will result in a penalty, and that of 30 minutes or more will result in disqualification. When a competitor uses a different route from the special stage, he/she will be disqualified from the rally or given the equivalent penalty. A break away at the start will result in a one-minute penalty, and violation in the starting order will result in a five-minute penalty. The engine must be working at the end of the special. (Vehicles must be driven through, not pushed, pulled or towed etc.) The following flags will be set at/around the finish of the special stage.

A) Yellow flag : the beginning of the zone
B) Red flag : 100 meters from the beginning (checkpoint)
C) Second red flag : 100 meters from B(stop)
D) Beige flag with three black lines : 100 meters from C (the end of the zone)

Competitors must not stop between the yellow flag (A and the second flag C). They must stop between the second flag (C and the last flag D). At this point, the time is recorded on the check card by an official(hours, minutes & seconds). If there is another liaison, the finishing time will be used as the starting time of the liaison.

17.2 TIME CHECK AT THE SPECIAL
In the Special, the time will be checked in hours, minutes, and seconds. Each time control will be read in seconds and figures less than seconds will be omitted.

17.3 LIAISON
In this section, vehicles must run in the designated time (time allowed), which is determined based on the average speed of the traffic. In this area, a one-minute delay will mean a one-minute penalty.
The penalties for the Maximum Permitted Time are also added to this penalty when a competitor is late.

17.4 TIME CHECK AT LIAISON
In this section, time will be checked in hours and minutes. Each time control will be read in both hours and minutes, and figures less than minutes will be omitted.

ART.18 BRIEFING

A)A briefing will be held by the chief of competition everyday, in the presence of the judges, in front of the official's tent(Head Office) at least 1 hour before the first vehicle's starting of the day's etap. All participants in Motorcycle Class and at least one driver of every vehicle in Auto Camion Class shall attend these briefings.
B)The organizer will have no responsibility for any disadvantage nor lack of information due to their nonattendance of any briefing.
C)In addition to the regular briefings explained above, the organizer(the chief of competition) will hold special briefings anytime needed. When a special briefing is held, its announcement will be made by the putting up of a notice on the bulletin board in front of Head Office.

ART.19 RE-GROUPING

If there is a sandstorm or a sudden major change in the course is seen, and it becomes impossible to continue the race, regrouping will be practiced for the sake of safety and competitors will then move in convoy in the etap they are in.

ART.20 STARTING

20.1
All the starting shall be made in the control zones.(See Art.14)

20.2
The first vehicle in each etap of the day shall be started at 6:00 a.m..

20.3
The starting shall be ruled by the organizer. Crossing the start lines without permission or signals from the organizer is strictly prohibited. All vehicles shall be capable of starting up only by using the power of the engine, and shall not receive any assistance from anyone. The first grand start in Ulaanbaatar shall be made by the order of the entry number, and the order of other startings in each etap shall be determined by the placing of total times in the previous races or by the decisions of the organizer. In Motorcycle Class, a starting shall be made every 30 seconds; and in Auto Camion Class, every minute for all drivers except for FIA seed drivers(a 2 minute interval will be given to FIA seed drivers). All the startings in Motorcycle Class will be followed by those of Auto Camion Class, except for the grand start in Ulaanbaatar, and the starting of the first vehicle in Auto Camion Class shall be made 1 hour after the starting of the last motorcycle in Motorcycle Class.

20.4
A participant who is going to participate in the day's race starting from the etap where he/she is, shall have completed the goal of the last etap and have submitted his/her check card 30 minutes before the starting of the first vehicle in his/her class. Failure to complete the goal or to submit the check card will result in disqualification.

20.5 EXCEPTION OF ART.20.4
Even if a participant fails to complete the goal of an etap 30 minutes before the starting of the first vehicle in his/her class for the next etap, he/she will be allowed to make a new start for the next etap, if he/she has competed the goal within his/her maximum time. In this case, he/she has to start for the new etap within 1 hour from his/her arrival. Exceeding the maximum time or this time limit will result in disqualification.

ART.21 PLACINGS

Total placings depend on the time of the special stage and penalties. The competitor who has the fastest time is ranked first. If competitors have the same times, the placings will be decided by the time of the first day's special stage. If this is also the same, the second day's time will be used. If it is still impossible to rank them, the third day's time will be used.
Provisional placings will be posted by 12:00am at the bivouac.

ART.22 PROTESTS

Protests must follow the international sports regulations. Any participant who has a protest must present a paper which mentions the protest and the date and the time when the paper is submitted together with US$100 for Motorcycle Class and with US$1,000 for Auto Camion Class as a protest charge. If the protest requires breaking apart an engine or other equipment of another's vehicle, the competitor must pay an additional US$200. The defendant competitor should have the inspection performed by the committee. The result of the protests will be sent or reported orally by the committee. The cost of the protest is non-refundable in any case unless the protest is reasonable and accepted by the committee. Those who are not satisfied with the results may appeal the decision in accordance with the FIA Sport Codes, Article 181. The protest charge is US$2,500.

ART.23 SAFETY

23.1
A competitor, who retires from the rally in the middle of the race for one reason or another, must inform the organizer at least before the end of the etap on the next day. Any competitor who cannot follow this rule will not be allowed to attend any other rallies or events sponsored by the SSER ORGANISATION.
If a competitor retires from the race without reporting it to the organizer, it may result in a special search for him/her since the organizer don't know where he/she is. If a special search is executed due to the failure of a competitor to report, he/she will be responsible for all the costs required for the search.
He/she will not be transported by the organizer's airplane at any place on the route.
If a competitor retires from the rally, he/she must go to Ulaanbaatar and not be late for transport back to Japan.
The schedule and route will be determined at a meeting with the organizer. The route must be followed due to an agreement with the Mongolian government.

23.2 DEPOSIT
The deposit of a competitor (For the Auto Camion Class)will be forfeited in the following circumstances:
A) 50% for retired competitors, and 100% for disqualified competitors.
B) Competitors who retire from the rally and need to be picked up by the organizer.
C) Competitors whose vehicles are picked up by the organizer or abandoned by competitors
D) Competitors who violate the formal protest rules or protest orally

23.3 ROUTE CLOSE
The route will be closed as the organizer vehicle (Camion) brings up the rear after the last competitor. No competitor shall remain on the route once it is closed by Camion.

If a competitor experiences some difficulty, the organizer vehicle will allow a certain amount of time, regardless of class, for the competitor to fix the difficulty . If the difficulty can't be fixed within the time limit, the competitor shall be retired. After the competitor is retired, he/she has to ride in the organizer vehicle during the designated time.

In the Motorcycle Class, if a rider is to be retired by the organizer, he/she as well as his/her motorcycle shall be transferred in/(by) Camion to the bivouac of the day. There will not be another chance for a rider to have his/her picked up by the organizer.

As well, in the Auto Camion Class, if a driver is regarded to be retired by the organizer, he/she and his/her co-driver shall be transferred by Camion to the bivouac of the day. At this time, the organizer will make all possible attempts to pick up his/her vehicle. However, the organizer will bear no responsibility or liability for his/her vehicle even through its transfer is not possible for some unfortunate reason.

In the case where a competitor does not ride in this vehicle, he/she must sign a release form and give to the person in charge of closing the route.
Anybody who does not follow this instruction shall lose all of the rights of this rally.
The organizer shall not be responsible for any consequences that may happen as a result of non-compliance with this instruction.

ART.24 RESPONSIBILITY FOR HELPING OTHERS

If a participant finds someone who needs help, he/she must stop his/her vehicle and must inform other vehicles and notify the organizer as soon as possible.
However, in the case that he/she is delayed because of this reason, the delaying time will not be deducted from his/her time. All competitors should do their best to avoid any kind of accident.

ART.25 PICTURE COVERAGE

The organizer have the express authority to publicize or broadcast this event by TV, radio, movies or photos, using participants' name or photos for the sake of publicity.
Anyone who wants to use the trademark or picture coverage of this rally must request permission and make a contract with the SSER ORGANISATION.

28.3 RECEIPT OF AWARDS/(PRIZES)
A participant may receive more than one of the above prizes. At the awards ceremony, each winner will receive a "dummy" check for display during the ceremony; afterwards the corresponding amounts will be sent directly to the winners bank accounts, at the same time his/her deposit will be returned to his/her respective bank accounts.

28.4 EXCEPTIONS TO THE PRIZE SYSTEM
In following cases, 50% of the amounts shown above will be paid to the winners of each class:
¥Motorcycle Class: In a case where less than 60 motorcycles participated in the rally.
¥Auto Camion Class: In a case where less than 30 vehicles participated in the rally.
