I. Construction of TST(Taedok Science Town)

Background of the Construction of TST
In the 1960s, the Korean economy grew rapidly in the fields of light industry with the aid of foreign capital and advanced technology.
But from the 1970s, due to rapid developments in science 6 technology and protection of technology by the developed nations, it was difficult to main- tain the high economic growth and intensify international competitiveness wi- thout independent innovation in science G technology.
In response to such environments, the Korean government began developing TST, which covers 6,680 acres(27.6km)in Taejon City.

Location and Conditions of TST
TST is located in the center of the country where the Kyunbu and Honam expressway cross. It is an area that is mostly flat, though it has some hill. Most of the Science Town is built on agricultural land. The town is 190m above the sea level.

  • TST is located 150km south of Seoul, 280km north of Pusan and 170km from Kwangju.

    Science Town's Development
    TAO(Taedok Science Town Administration Office) of MOST(Ministry of Science G Technology) planned and coordinated the basic planning and deve lopment of TST.
    Other government agencies had a role in constructing such basic facilities as roads and water supply, electric power and telecommunication plants.

    II. Major Activities of in-town Institutes

    As of December. 1995, a total of 52 organizations, ranging from government- supported institutes and industry research laboratories to universities, have been relocated to the town and a total of 16 organizations are to come in the near future.

    Support of Basic Science
    KOSEF(Korea Science and Engineering Foundation) and KBSI(Korea Basic Science Institute) support basic science by helping universities educate and secure scientific and technological manpower to have world-class, distingui- shed scientists in the science and engineering fields.

    Cultivation of Highly-Educated Scientific and Technological Manpower
    There are three higher educational institutions inside the town. In particular, the town has KAIST(Korea Advanced Institute of Science G Technology), an institution for the education of scientists and engineers. KAIST offers graduate courses leading toward MSc. and Ph.D. degrees. About 300 Ph.Ds, 670 Masters and 480 Bachelors graduate every year from KAIST.
    In addition, government-supported institutes in the town offer various technical lectures and seminars. All these activities constitute a systematic rearing and cultivation of high-quality experts who are expected to become leaders in the national industrial development and the driving power fueling the development of science and technology.

    Technological Support and Collaborative Research

    Management of TBI/TIC
    The TBI (Technology Business Incubator) and TIC(Technology Innovation Center)at KAIST will promote start-ups of small and medium-sized companies which have difficulty in commercializing research results because of little capi- tal and lack of manpower, and will help enhance national competitiveness through execution of industry-oriented projects.

    Management of the RGD Consulting Center
    The RED Consulting Center at KORDIC(Korea R&D Information Center)of KIST(Korea Institute of Science 6 Technology) connects industries with gover- nment-supported institutes to develop domestic industrial technologies and promote international competitiveness.
    Major Activities

    Collaborative Research among Industries, Universities and Research Institutes In TST government-supported institutes, universities and industrial laboratories of various fields are centrally located, which promotes mutual communication and exchange of technical information and research facilities to help improve research productivity.
    Above all, one of the five national electronic networks, the R&D electronic network, was constructed to help promote a faster exchange of scientific and technological information.

    III. Management TST

    Management System
    The Korean Government passed [The Taedok Science Town Administration Act] in Nov. 1993 and the TAO, a branch office belonging to MOST plays a managing role in the Science Town affairs.

    TAO(Taedok Science Town Administration Office), MOST
      established in Mar. 1979 for the purpose of developing and managing TST.

    - to help establish TST's infrastructure
    - to promote and support in-town institutes
    TAO consists of two divisions: a general affairs division and a management division.
    A staff of 35 people are now working in TAO for the Science Town.

    • Zone for the preservation of research and educational facilities
      This zone is designated for education and research activities by allowing the construction of only R&D-related facilities and buildings. Thus construction of facilities not listed in the [Enforcement regulations for TST] is not permitted. Enterprises or research institutes seeking to enter the Science Town and R&D project plans are screened strictly, according to the conditions set by [The Taedok Science Town Administration Acti. Leasing and transferring land and RED-related facilities in the Science Town are impossible without permission from the ministry of science & thchnology.

    • Residential zone
      This zone is designated for the housing of the Science Town inhabitants and is preserved to give a sound and healthful environment. Thus, such shops as massage parlors and large-scale factories are prohibited in this zone by law.

    • Commercial zone
      This zone is designated for commercial and business activities, and high-density utilization of land is permitted.

    • Green Zone
      To secure open spaces to preserve comfortable research environments within the Science Town, the building of large scale factories, garbage disposal facilities, etc., which may disturb the research environment, is prohibited.

      The procedure for an institute to enter TST
      To decide on matters related to an institute's entrance into the Science Town - that is, how to become an in-town institute-there is a committee which functions as an important advisor to the minister of science & technology. This committee consists of about ten or twelve experts with special knowle-dge and experience in the research fields of science 6 technology, construction, the environment and city planning.

    • The procedures on establishing an institute at the Science Town are as follows:
    1. Consultations with institutes applying to enter TST and the TAO
    2. Application (submitting an application form and attached papers to TAO)
    3. Committee reviews to examine the appropriateness of site and location, field of research and land availability.
    4. Minister's approval
    5. Land purchase contract between the land owner, (in most cases the owner is the [Korea Land Development Authoritys])and the institute wishing to enter Science Town.
    6. Construction of R G D buildings and facilities
    7. Entering the Science Town and starting R&D activities.

      Management of in-town organizations [The TST Administration Act], which mainly regulates and controls matters and details pertaining to the activities of in-town organizations, is the basic law governing the administration of the Science Town.

      • The major aspects of the management and administration are:
      • approval (In the case of entering TST, it is necessary to acquire an approval from the minister of science & technology)
      • annulment of the above approval (when the in-town organization violates regulations set by MOST and does not adhere to conditions set for entering TST)
      • In the case of leasing or purchasing land in the [Education 6 Research Zone]itis necessary to obtain authorization from the minister of science 6 technology also.
      • Supervision of in-town organizations (whether or not the institute is observing the rules, preserving 'the Green Zone and the natural landscape" and executing safety supervision management, etc.)

      IV. Cultural and Welfare facilities


      In order to develop TST as a center of world scientific research and to create for the research staffs an atmosphere in which they can devote themselves to their own specialized field, a science cultural center, an athletic park and a welfare hall have been bulit.
      Especially, in Aug. 1994, the [Taedok Science Town Management Office] was established to manage the various public facilities in the Science Town.
